A New Chapter in India’s Dairy Revolution: Amit Shah Launches the Sardar Patel Cooperative Dairy Federation

In a landmark move that promises to redefine India’s dairy landscape, the Ministry of Cooperation, Government of India, celebrated its 4th Foundation Day at the historic Amul Dairy campus in Anand, Gujarat. The occasion was graced by Union Home and Cooperation Minister Shri Amit Shah, who unveiled the Sardar Patel Cooperative Dairy Federation Limited (SPCDFL) — a monumental step in the evolution of India’s dairy cooperative movement.

This initiative, led by GCMMF (Gujarat Cooperative Milk Marketing Federation), in collaboration with NDDB and NCDFI, marks the beginning of a new era in cooperative dairy development—a model built by the farmers, for the farmers, and with the farmers.

🌐 SPCDFL: A Visionary Step Towards Cooperative Empowerment

The launch of SPCDFL aligns with the Ministry of Cooperation’s broader mission to make cooperatives the third economic pillar of India, alongside the public and private sectors. With milk as the largest agricultural commodity and a vital income source for rural India, this move holds immense potential to lift millions out of poverty, especially smallholder and women farmers.

SPCDFL aims to unify milk producer cooperatives from over 20 states, involving more than 20,000 dairy societies, and managing over 1 crore litres of milk per day. The federation will serve as a national platform for transparent procurement, fair pricing, and value chain integration through a farmer-owned structure.

  1. Integration of Fragmented Cooperatives: Creating a single, multi-state umbrella for thousands of local dairy societies.
  2. Fair & Transparent Pricing: Ensuring direct payment to farmers and real-time tracking via digital platforms.
  3. Circular Dairy Economy: Profits reinvested in animal health, rural infrastructure, and farmer training.
  4. Boosting Value-Added Products: Infrastructure to support production of cheese, ghee, paneer, etc.
  5. Empowering Women: Promoting active participation of rural women in dairy entrepreneurship.

💡 Inspired by the Greats: Sardar Patel & Dr. Verghese Kurien

The federation pays tribute to Sardar Vallabhbhai Patel, the father of India’s cooperative movement, and Dr. Verghese Kurien, the architect of the White Revolution. Their ideologies of self-reliance, rural empowerment, and cooperative strength form the core philosophy of SPCDFL.

  • Multi-State Registration under MSCS Act, 2002
  • Digital-First Infrastructure for traceability and governance
  • Skill Development & Training via NDDB and the Ministry
  • End-to-End Value Chain Control by cooperatives

🏭 Boost to Infrastructure: Amul, NDDB & NCDFI Lead the Way

To support this revolution, several major infrastructure projects were inaugurated:

  • 🟢 Amul’s Chocolate Plant at Mogar: Expanded to 60 tonnes/day (Rs 105 Cr)
  • 🟡 Cheese Plant at Kheda: New facility at Rs 260 Cr
  • 🔵 NDDB’s Ready-to-Use Culture Plant: Rs 45 Cr investment
  • 🟠 NCDFI’s New Office – Maniben Patel Bhawan: Rs 32 Cr building inaugurated

🌱 A Step Forward, But a Call for More

While SPCDFL’s launch is a commendable and visionary initiative, ARDF and Pashudhan Praharee urge the Government to extend similar structural support to Para-Veterinary Professionals (Paravets) — the unsung backbone of rural livestock healthcare. Like paramedics, paravets play a vital role in supporting animal husbandry and deserve formal recognition, training, and integration within national cooperative frameworks.

Conclusion: A Cooperative Model for Vikshit Bharat @2047

With the formation of SPCDFL, India has laid the foundation for a dairy revolution 2.0—one that emphasizes inclusivity, transparency, technology, and farmer ownership. This cooperative model not only strengthens the dairy sector but also aligns with Prime Minister Narendra Modi’s vision for a Vikshit Bharat @2047.
