A quiet but significant policy shift:
The Ministry of Environment, Forest & Climate Change (MoEFCC) has expanded the “White Category” — activities with negligible pollution now exempt from prior consent under the Air and Water Acts (Gazette Notification, 17 Oct 2025).
Among the 86 newly added sectors are those directly linked to the livestock and fodder ecosystem:
✅ Compressed Bio-Gas (CBG) plants using agro-residues or animal waste
✅ Bio-fertilizer & organic manure units
✅ Feed pellet manufacturing for cattle, poultry and fish
India produces 500–683 million tonnes of crop residues annually, of which nearly 150 million tonnes are burnt. Redirecting this surplus into bio-energy and organic fertilizer can reduce emissions and enhance rural incomes.
Yet, with green and dry fodder deficits at 11% and 25%, residue diversion must be balanced — energy security should not come at the cost of feed security.
This reform strengthens the livestock–crop–soil nutrient loop, supporting India’s goals for Net-Zero, Swachh Bharat, and Waste-to-Wealth.
The “White Category” is a classification created by India’s Ministry of Environment, Forest & Climate Change (MoEFCC) for industries and activities that generate negligible or no pollution. These activities are considered so clean that they are exempt from needing prior environmental consent under the Air and Water Acts.
What Exactly Is the White Category?
- Definition: The White Category includes industrial sectors with a Pollution Index (PI) score up to 25, meaning their emissions, effluents, and waste are minimal or insignificant.
- Introduced by MoEFCC & CPCB: This classification was developed by the Central Pollution Control Board (CPCB) and MoEFCC to simplify environmental regulation and promote green industries.
- Exemption from Consent: Unlike Red, Orange, or Green categories, White Category industries do not require prior consent from State Pollution Control Boards under the Water (Prevention and Control of Pollution) Act, 1974, and the Air (Prevention and Control of Pollution) Act, 1981.
- Examples of Activities:
- Solar power generation
- Wind power projects
- Organic manure and bio-fertilizer units
- Compressed Bio-Gas (CBG) plants using agro-residues or animal waste
- Small-scale food processing without chemical use
- Educational institutions, research labs, and IT services
Why Was It Created?
- Ease of Doing Business: To reduce unnecessary regulatory burdens on enterprises that are environmentally benign.
- Encouraging Green Growth: By making it easier to set up clean industries, the government hopes to attract investment in renewable energy, bio-economy, and sustainable rural enterprises.
- Efficient Resource Use: Regulatory agencies can focus their monitoring efforts on higher-polluting industries (Red/Orange categories), while giving low-risk sectors more freedom.

Why It Matters for Rural Circular Economy
- Boosts Rural Enterprises: Farmers and small entrepreneurs can set up bio-gas plants, organic fertilizer units, or feed pellet manufacturing without heavy paperwork.
- Reduces Stubble Burning: Crop residues can be redirected into energy and fertilizer instead of being burnt.
- Supports Livestock & Soil Health: Strengthens the livestock–crop–soil nutrient loop, improving sustainability.
- Promotes Clean Energy: Encourages decentralized renewable energy production in villages.
In essence, the White Category is India’s way of saying: “If your activity is clean and harmless, we won’t hold you back with red tape.” It’s a regulatory green light for low-pollution, high-impact rural and green enterprises.
