History of a Vet from Probation to Pension” for Welfare of Veterinarians

Respected Members of Veterinary Profession,

I am Dr. Chandra Shekhar Sahukar and Joined Ministry of Agriculture as Senior Technical Assistant (Livestock) on 13th Feb, 1987 and retired as Joint Commissioner (Animal Husbandry) on 31.05.2018. The first case for Grant of Non-Practicing Allowance to Class-II Veterinary Officer was filed during my probation period with Ministry of Food Processing Industries, New Delhi and I had won that case as “Applicant in Person”, and all the doctors of Class-II belonging to all the Ministries and Union Territories got Non-Practicing Allowance in 1990 w.e.f. 1.1.1986.
I am contesting as Member in the ensuing Veterinary Council of India election -2020. Please find attached herewith my achievement in shape of Judgement from CAT, Hon’ble Delhi High Court and The Supreme Court of India for grant of Non-Practicing Allowance and Dynamic Assured Progression Scheme (DACP) as per the “Gazette Notified Parity of Vets with Medical and Dental Doctors” during 5th and 6th Central Pay Commission Implementation for welfare of Veterinary Profession and Veterinary Doctors for your kind information and consideration.
Hon’ble High Court of Delhi in their Judgement W.P.(C) 2780/2011 dated 14.10.2014 directed that “In the present case, there is no reason at all to say that veterinarians are different from other classes of medical and dental Doctors for the purpose of denying the DACP benefit- when they are treated at par with those categories in the matter of pay scales, allowances, special perks like Non-Practising Allowance, etc. Consequently, it is held that the respondents acted in a discriminatory manner in refusing to extend the DACP to the petitioners and other veterinarians. The impugned orders of the CAT are accordingly set aside; a direction is issued to the respondents to ensure that the DACP is granted to Veterinary Officers on the basis of the CPC’s recommendations’ implementation to GDMOs and Dental Doctors from the date the latter category (Dental Doctors) were given that benefit. 32. The writ petition is allowed in the above terms without any order as to costs”.

. The DACP has not been implemented fully in Sport’s man sprit, as the JS GP of Rs.10000 with Non-Practicing Allowance has not been granted till date and CAS 589 of 2018 is still going on Hon’ble Delhi High Court and the next date of hearing is on 28th August, 2020. I am sure that Judgment of Hon’ble High Court would be in favour of Veterinarians and DACP would be granted w.e.f 5.4.2002 instead of 25.8.2006 and would be up to the Level 14 HAG (Rs. 144200-211800) w.e.f. 28.10.2008.Implementation Order of DAHDF, Ministry of Fisheries and Animal Husbandry dated 23.03.2020
