Centre Issues SOP for Stray Animal Registration on Bharat Pashudhan Portal
The Government of India has taken a significant step towards scientific management of stray animals by issuing a detailed Standard Operating Procedure (SOP) for mandatory registration of stray animals on the Bharat Pashudhan Portal.
As per the official communication, all Gram Panchayats and Urban Local Bodies (ULBs) across the country have been directed to register stray cattle and sterilised stray dogs in their jurisdiction on the portal. Each stray animal will be assigned a unique 12-digit ID, which will be linked to a green ear tag, collar tag or microchip, and this same ID will be used for recording all health and management interventions such as vaccination, sterilisation, treatment and surgery on the digital platform.
The document clarifies that Panchayat and Ward-level NDLM/Nodal Officers will be nominated through state-wise Excel sheets shared with the States, and once these are filled and returned, local bodies will be able to directly upload stray animal data on the Bharat Pashudhan system. The overall objective is to establish accurate traceability and monitoring of stray animal populations, strengthen vaccination and sterilisation coverage, reduce road accidents and crop damage, and address serious public health concerns like dog-bite–associated rabies.
This joint advisory and operating procedure, issued by the Department of Animal Husbandry & Dairying along with the Ministries of Panchayati Raj and Housing & Urban Affairs, is accompanied by a detailed “Procedure for Registering Stray Animal on Bharat Pashudhan Platform” and process flow diagram, which will serve as a practical guide for State Governments, local bodies and field veterinary functionaries involved in implementation.
