Rearing milch animals in India is a trend ever since the Vedic times, both as per religious aspects and as a source of food. Since milk is one of the major food products extensively used in India, sold under numerous brand names, the dairy industry’s marketability is divided into the organized and unorganized sector. With the advancement of time and rising inflation, rearing milch animals for milk production is rising, for its sale serves as a source of income especially to economically weaker sections be it tribal, rural or even urban.

India stands top in the list of milk producers worldwide with production of 176.3 million tonne milk production in 2017-18. Besides commercial, small scale dairy farmers are playing an important role in the total milk production and contributing in national economy, as more than 50% of the marketable surplus is still handled by the unorganised sector of small farmers. Of the total milk produced in rural areas around 52 per cent is the marketable surplus. Out of this surplus, less than half of the milk sold is handled by the organized sector including dairy cooperatives and private dairy companies but the rest of it is sold by the unorganized sector. More mass of these farmers raise animals in small scale through traditional methods. An important reason is less knowledge and lack of accessibility to modern farming methods and improved techniques which is a concern for the authorities in order to provide consumers with quality milk and milk products.

Along with proper business plan, management and care, farmers are required to be made aware about registration of their small enterprises in Food Safety and Standards Authority of India (FSSAI) before sailing the milk and milk based products which is a mandatory compliance. Certified products are more accepted by the intelligent consumers today and so it adds to a good profit to the farmers.

WHAT IS FSSAI REGISTRATION (FOOD LICENSE):

FSSAI – Food Safety and Standards Authority of India is an autonomous body which works under the Ministry of Health & Family Welfare, GOI. It has been established under the Food Safety and Standards Act, 2006 which is a consolidating statute related to food safety and regulation in India. FSSAI Registration or License is responsible for protecting and promoting public health through the regulation and supervision of food safety. Further, this is meant to ensure the availability of wholesome, quality, and safe milk and milk based products for human consumption as per the scientific standards. Hence, as per Section 31(1) & 31(2) of FSS Act, 2006 every Food Business Operator in the country is required to be licensed/registered under the Food Safety &Standards Authority of India. The licensing and registration procedure and requirements are regulated by Food Safety & Standards (Licensing and Registration of food Business) Regulations, 2011.
FSSAI registration or license is based on the business volume and premises. Depending upon the installed capacity or turnover or location, applicant premises are eligible for the license such as central license, state license, registration, railway etc.
Criteria for Registration under FSSAI:

FSSAI Registration is a basic license for all small scale dairy farmers who fall under food business operators involved in the small-scale business having an annual turnover of not more than Rs. 12 Lakhs and milk collection or procurement equivalent to 500 litres milk per day. The registration must obtain a 14-digit registration Number which must be printed on milk or milk product packages or must be displayed in premises.

All food businesses having an annual turnover more than Rs. 12 Lakhs are required to take a license, where the large food business require Central License and Medium food business require State License. Dairy units including milk chilling units equipped to handle or process more than 50,000 litres of liquid milk/day or 2500 MT of milk solid per annum
Procedure for obtaining FSSAI registration:
1. Small scale dairy farmers (petty food business operator) shall register themselves with the registration authority by submitting an application in Form A along with a fees of Rs 100/-
2. A Unique Application Reference Number will be issued by the authority.
3. The Registering authority (RA) either may grant or reject the registration at this step. And the farmer should have intimidated with the fact in writing within 7 days of receiving the application for registration.
4. If necessary, RA may issue a notice for inspection followed by the granting or rejecting which is ordered within 7 days and shall be done within 30days.
5. If the registration is granted, then the farmer/Food business operator (FBO) can start the plant/business.

NOTE:

• Refusal to registration cannot be done without giving the applicant a chance to be heard.
• Registration certificate and a photo identity card shall be issued by the authority to be displayed at a prominent place or premises.
• Registering Authority/ Officer or agency authorized for this purpose shall carry out inspection.
Types of form under FSSAI:

• Form A: Application for Registration / Renewal of Registration under Food Safety and Standards Act, 2006
• Form B: Application for License / Renewal of license under Food Safety and Standards Act, 2006
List of documents required along with form
1. Completed and signed form.
2. Photo Identity of owner.
3. Proof of possession of premises (eg. Rental Agreement).
4. Partnership Deed / Certificate of Incorporation / Articles of Association etc.
5. List of food products to be dealt with.
6. Food safety management system plan.

Procedure to obtain FSSAI Registration Certificate Online:

1. Fill up the application form
2. Make online payment.
3. Executive will process application.
4. Receive certificate on mail.

1. Name of Business or Person Name: Fill the name of Business / Enterprise or Concerned
Name which will get printed on FSSAI Certificate.
2. Email Id Fill the correct Mail ID of Applicant
3. Phone No: Fill the correct Mobile Number of Applicant
4. Nature of Business Choose your business nature/ type
5. Select Designation Select the type of organization from the given options
6. Address of Business: Fill proper address which will get printed on FSSAI Certificate.
7.Validate & Pay: Validate and Pay means you agree to T&C and policies of FSSAI license.org.

Validity and Renewal of registration

1. A registration valid for a period of 1 to 5 years as chosen by the dairy farmer from the date of issue of registration.
2. Any application for the renewal of a registration granted under these FSSAI regulations shall be made in Form A not later than 30 days prior to the expiry date indicated in the in registration certificate.
3. The registration shall continue to be in force till such time that the orders are passed on the renewal application which in no case shall be beyond 30 days from the date of expiry of registration.
4. Any renewal application filed beyond the period mentioned in registration certificate shall be accompanied by a late fee of Rs. 100 per day for each day of delay.
5. Any registration for which renewal has not been applied for within the period mentioned shall expire and the dairy farmers shall stop all production activity at the premises.
