India’s livestock sector is rapidly modernizing, with advanced reproductive technologies like IVF, embryo transfer, and ultrasound diagnostics becoming increasingly accessible to farmers. However, the use of diagnostic equipment—especially portable ultrasound machines—by veterinary professionals has long faced regulatory ambiguity due to overlaps with the Pre-Conception and Pre-Natal Diagnostic Techniques (PC & PNDT) Act, 1994, originally designed to prevent sex-selective practices in human medicine.

In response to this, the Ministry of Fisheries, Animal Husbandry & Dairying, in coordination with the Ministry of Health & Family Welfare, has issued clarifications and guidelines to streamline the use of ultrasound machines in veterinary settings—particularly under the Accelerated Breed Improvement Programme (ABIP) of the Rashtriya Gokul Mission.

IVF & Ultrasound in Livestock: The ABIP Context

Under the ABIP initiative, the government aims to facilitate 2 lakh assured pregnancies using bovine IVF technology over five years, offering a subsidy of ₹5,000 per pregnancy. To achieve this, service providers and IVF labs must transport ultrasound machines to farmers’ doorsteps for:

  • Ovum pick-up from donor animals
  • Pregnancy diagnosis in recipients

However, the movement of ultrasound machines is regulated under the PC & PNDT Act, necessitating formal permissions and strict monitoring to prevent misuse.

Key Guidelines for Ultrasound Machine Movement

Outlined in Annexure I of the official communication, the following protocols must be followed:

  1. PC & PNDT Certification: All ultrasound machines must be registered under the Act.
  2. GPS Tracking: Machines must have either inbuilt or exclusive external GPS trackers attached at all times.
  3. Logbook Maintenance: Date, time, animal details, and technician information must be recorded and submitted monthly to the District Medical Officer via the District Veterinary Officer.
  4. Exclusive Use: Machines must be used solely for ABIP-IVF-ET purposes.
  5. Accountability: CEOs/MDs of service providers are responsible for ensuring compliance and preventing misuse.

These measures aim to balance technological advancement with ethical oversight.

Qualification for Veterinary Use of Ultrasound Machines

The Ministry of Health & Family Welfare, in consultation with the Veterinary Council of India (VCI), has clarified the eligibility criteria for veterinary professionals using ultrasound machines:

  • Must hold a recognized degree in Veterinary Sciences under the Indian Veterinary Council Act, 1984
  • Must have undergone short-term training in radiology
  • Clinics must be registered with the District Animal Husbandry Department
  • Monthly reports must be submitted—even if nil—and records maintained meticulously
  • Portable machines may be used in Mobile Medical Units (MMUs) with prior approval from the District Appropriate Authority

This clarification empowers qualified veterinarians while ensuring compliance with national laws.

Institutional Oversight & Compliance

All veterinary ultrasound centers are subject to inspection by:

  • District & State Appropriate Authorities under PC & PNDT
  • National Inspection and Monitoring Committees (NIMC)
  • State/District Monitoring Committees

These inspections ensure that veterinary diagnostics remain transparent, ethical, and legally sound.
